While each theme in this toolkit has been separately addressed to help family physicians focus on key elements, it is difficult to keep the approach to most themes entirely distinct in the overall evaluation of primary care renewal. For example, Remuneration is related to Governance, the next in our series of themes within this toolkit.
One of the reasons for governance structures is to ensure accountability for resources provided. In the establishment of primary care models, governments as well as health authorities want to see accountability for remuneration and model funding through the governance setup of the model. Such an expectation is understandable, particularly where public money is at stake.
